In other words, he is NOT currently seeking a new position. He is gainfully and successfully employed as we speak. He does not anticipate being unemployed in the near future. However, he has always made a point to stay on track with his long term career goals (or career vision). A possible opportunity may open up for him (based on information received from someone in his network) and he wants to be ready. When the times get tough, remember to capitalize on your opportunities. This is the time to shake up your network and see where opportunities may exist. Continue to look at possibilities of what may be rather than what you see right now. Set aside some time on a daily basis to revisit your long term dreams and plans.
